Luan Yongyu, born in August 1962 in Xiangcheng City of Henan Province, member of the Communist Party of China. Currently he is member and deputy secretary of the Standing Committee of the CPC Hunan University Committee, professor of Hunan University, doctor of economics, master tutor, and deputy to the 13th People's Congress of Changsha City. He also serves as Deputy Director of Hunan Research Base of the theoretical system of Socialism with Chinese Characteristics & Hunan University Research Center of the theoretical system of Socialism with Chinese Characteristics and Executive Vice Chairman of Alumni Association of Hunan University. He was once the member of the 6th and 7th CPPCC (Chinese People's Political Consultative Committee) of Hunan Province and member of the 10th Communist Youth League of the Hunan Provincial Committee.
He graduated from the College of Mechanical and Automotive Engineering of Hunan University in 1984 as bachelor of engineering, obtained a master's degree in management science and engineering in 1999 and studied in Japan from 1996 to 1997. In July 1984, Luan Yongyu became Secretary of the Sub-Youth League Committee of College of Mechanical and Automotive Engineering of Hunan University; from 1987 to 1997, he successively acted as member of the Standing Committee, deputy secretary and secretary of the Youth League Committee of Hunan University; in July 1989 he was promoted to lecturer and July 1995 to associate professor. From 1998 to 2001, he worked as director of the university Department of Publicity; in November 2001, he took the post as director of the university Department of Publicity and general secretary of the first Party branch. In June 2002, he was promoted to professor and in December of the same year the assistant president as well as director of the university Department of Publicity and general secretary of the first Party branch. From 2003 to June 2005, he assumed the role of assistant president of Hunan University. From July 2005 on, he has been serving as vice president of Hunan University. In March 2008, he acted as deputy secretary of the Party committee of Hunan University.
Professor Luan has long been engaged in teaching and administration. He has published over 20 papers and coauthored almost 10 monographs and textbooks. Among them, On the Report Strategies of Emergency of University Students in the Information Age was embodied in the collection of "Science & Technology, Media and Response to Major Crises-APSP2004". His monograph Introduction to Work of College Political Instructors was granted the Excellent Award for national monographs of ideological and political education in colleges and universities. Impact and Sublimation-the Influence of Process of Reform Practice on People's Thought won the fourth prize of the 7th Outstanding Achievements in Philosophy of Social Sciences of Hunan Province. He also edited Tan Qianqiu--Hero in Wenchuan Devastating Earthquake. He has led and participated in many scientific research projects at ministerial or provincial level. Aesthetic Research on Ideological and Political Work of Teaching and Administrative Staff, a key project of planning of social science in Hunan led by him, was awarded the outstanding project of Social Science Fund Program of Hunan.
