The 2nd International Symposium on Standardization and Governance was launched in Changsha on Oct. 27, 2017. More than 200 participants attended, including experts from U.S., Netherlands, and Germany, and Chinese representatives from governments, universities, and enterprises. They discussed on how to accelerate standardization progress, improve modern governance, and promote local economic upgrading.
Hunan University (HNU) President Duan Xianzhong, Hunan Provincial Bureau of Quality and Technical Supervision Deputy Director-general Jiang Tao, and ISO President Zhang Xiaogang addressed the opening ceremony. HNU Vice President Xie Chi presided over the symposium.
The symposium was composed of one plenary session and three parallel sessions. The participants discussed on the connection of standardization with “Belt and Road” Initiative, industrial upgrading, and international trade.
The European Committee for Standardization (CEN) Chairman Henk de Vries delivered a speech on “Standardization and Governance: from a business perspective”, stressing the importance of standardization for enterprises and market operation. Prof. Jorge L. Contreras from Utah State University (USU) illustrated the FRAND principle from private and public law perspectives. Dr. Dieter Ernst from the East-West Center analyzed China’s challenges in face of advanced manufacturing industry progress. Prof. Craig N Murphy from Wellesley College talked about the industrial standardization in the regions beyond Europe and North America. Dr. Max van Laer from Technical University of Berlin (TUB) probed into Chinese enterprises’ participation in international standardization based on a large amount of case study.
Project research engineer Xu Qidong from the Hunan Institute of Quality and Standardization talked about Hunan’s standards on targeted poverty alleviation. The CRRC Zhuzhou Institute Deputy Chief Engineer Chen Gaohua, Zoomlion Senior Engineer Mao Zhijun, and Zou Kai from Tidfore Group, stated about their companies conditions, and further, expounded standardization’s importance to technical innovation, industrial upgrading, and enterprise’s international development.
HNU Prof. Hou Junjun, the main organizer of this symposium, concluded that Hunan, in its innovation-driven opening up development progress, should strengthen standardization, and give full play to the role of standardization in technical innovation, market factor agglomeration, opening up, and industrial upgrading.
