On the morning of September 1, the Launching Ceremony of the First Batch of Projects to Build Changsha into a Global Research and Development Center was held at the World Computing - Changsha Intelligent Valley. Forty key projects were unveiled, signed or started construction on site. Shen Xiaoming, secretary of the CPC Hunan Provincial Committee, announced the launch of the first batch of projects to build Changsha into a global R&D center. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, delivered a speech.
Provincial leaders Li Dianxun, Wu Guiying, Xie Weijiang, Qin Guowen, and Zhou Haibing; Zhang Zhongyang, deputy secretary of the CPC Leadership Group and general manager of the China Aerospace Science and Technology Corporation; Zheng Qinghua, principal of the Tongji University and deputy secretary of its CPC Committee; Jiang Zhiying, secretary of the CPC Committee of Jilin University; and academicians of the Chinese Academy of Engineering Li Jiancheng, Huang Baiyun and Bai Lianyang, attended.
Zhang Jin, academician of the Chinese Academy of Sciences and vice-principal of Peking University and Standing Committee member of its CPC Committee; Mei Yanchang, president of the City University of Hong Kong; Guo Huadong, academician of the Chinese Academy of Sciences and director of the International Research Center of Big Data for Sustainable Development Goals; Zhou Hongyi, founder, chairman and CEO of the 360 Group; and, Yang Chengzu, vice president of the Continental Group China, made speeches.

At the launching ceremony, 18 projects were unveiled, and 16 projects were signed on site. Six projects started construction via a video link.
The HNU-China Mobile Joint Research Institution on Industrial Intelligentization, and the HNU (Changsha) Institution on Semiconductor Technology and Application Innovation were unveiled.
