Aninnovative development alliance jointly constructed by the Changsha Government and higher education and research institutions was launched on September 29, 2021. HNU obtained two cooperation agreements on its semiconductor technology and application innovation research institute, and AI visual perception and application of sci-tech achievements.
Wu Guiying, standing committee member of the CPC Hunan Provincial Committee and secretary of the CPC Changsha Municipal Committee, and Xie Weijiang, vice governor of Hunan Province, announced the launching of the alliance and witnessed the signing of agreements.
Leaders present at launching and signing ceremony included: Jiang Changzhong, secretary of the CPC Leadership Group and director of the Hunan Department of Education; Zhou Jianyuan, member of the CPC Leadership Group and deputy director of the Hunan Department of Science and Technology; Deng Wei, secretary of the CPC HNU Committee; and, Duan Xianzhong, president of HNU.
HNU Assistant President Li Kenli inked the agreements on behalf of the university.

Focusing on Changsha’s sci-tech innovation and talent cultivation, the alliance will build a platform for exchange, communication, and cooperation, in a bid to facilitate match-making between main players and elements of innovation; support high-quality development ofhigher educationa institutions and enterprises with high-quality carriers; and, jointly promote construction of the national sci-tech innovation center and implementation of the Three Highlands and Four New Missions Strategy.
In terms of semiconductor industry, HNU joins hands with the Changsha Municipal People’s Government and the Yuelu Mountain University Science and Technology Town to engage in key technology R&D, and construct the HNU Changsha Semiconductor Technology and Application Innovation Research Institute. The institute will focus on sci-tech service, application of research outcomes, talent cultivation, and public service, to builda competitive hub of key technology innovation, high-end talent attraction and cultivation, and application of research outcomes. It will help promote a leapfrog development of the “semiconductor-component-chip-equipment” industrial cluster in the Changsha-Zhuzhou-Xiangtan area to achieve the 100-billion-yuan level, and build Changsha into a world-class center of semiconductor technology innovation.
The first batch of alliance members include: Changsha Municipal People’s Government; HNU; Central South University; Hunan Normal University; Changsha University of Science and Technology; Hunan Agricultural University; Central South University of Forestry and Technology; Hunan University of Chinese Medicine; Hunan University of Technology and Business; Hunan University of Finance and Economics; Hunan First Normal University; and, Changsha University.
