On June 3, the 2023 International Conference on Climate and Energy Finance (ICEF) was held in Changsha. It was hosted by Hunan University (HNU), themed "Frontiers of Climate Finance Research under Carbon Neutral Targets". More than 500 experts and scholars from more than 120 famous universities and research institutions worldwide participated in the conference, including the Chinese Academy of Sciences, Tsinghua University, Peking University, Shanghai Jiaotong University, Zhejiang University, National University of Singapore, Kyushu University in Japan, and University of Notre Dame in the United States. The participants discussed new trends, new issues, and new achievements in the development of climate finance under the carbon neutrality targets.
Xie Chi, HNU vice president, Yang Zhi, dean of HNU Business School, and Zhang Dayong, director of the Sub-society for the Studies of Climate Finance of the Chinese Society of Optimization, Overall Planning and Economical Mathematics (CSOOPEM), attended and addressed the opening ceremony. Ji Qiang, research fellow of the Institutes of Science and Development of the Chinese Academy of Sciences (CAS), was present. Zhang Yuejun, director of the HNU Center for Resource and Environmental Management, presided over the opening ceremony.
At the expert lectures, Prof. Christiane Baumeistere from the University of Notre Dame presented a dynamic model of the world crude oil market, and revealed the predictive relationship between oil price volatility and fundamentals. Prof. Ma Tieju from the East China University of Science and Technology introduced the changes of energy system under the double carbon vision and discussed the future renewable energy modeling. Prof. Shunsuke Managi from Kyushu University presented the risks and complexities of climate change and the role of ESG assessment in sustainable development. Su Bin, senior research fellow of the Energy Studies Institute of the National University of Singapore, took China as an example to present cutting-edge research outcomes on the relationship between investment and industrial energy intensity in various aspects.
The conference had 59 sub-forums, focusing on climate change and energy market, clean energy development, and the industrial paths to achieve carbon neutrality. It aimed to build a high-end platform for international academic exchange in the field of climate and energy finance, and promote the development of domestic climate and energy finance disciplines. Furthermore, it geared up to explore new ideas, new methods, new practices, and new findings for the implementation of "Working actively and prudently toward the goals of reaching peak carbon emissions and carbon neutrality" which was proposed in the report to the 20th National Congress of the CPC, and to provide advice and suggestions for China's response to global climate change and participation in global climate governance.
The ICEF conference was initiated in 2018 and has been included in the Guide to Important Academic Conferences published by the Chinese Association for Science and Technology for four consecutive years. The conference was hosted by the Sub-society for the Studies of Climate Finance of CSOOPEM and the Energy Finance Committee of the International Society for Energy Transition Studies (ISETS), and organized by HNU Business School and the HNU Center for Resource and Environmental Management. The Institutes of Science and Development of CAS, TIERS Team of Southwestern University of Finance and Economics, the Hunan Society of Systems Engineering and Management, the Energy Soft Science Center of Nanjing University of Aeronautics and Astronautics, and the Energy, Environment and Finance Innovation Research Team of Nanjing University of Technology supported and provided assistance to the conference.
