IEEE is an international academic organization in information science and electronic technology and one of the biggest professional organizations in the world. Focusing on pushing forward the theoretical research and application of electrical and electronic technology, the organization is composed of over 400,000 members from 160 countries and regions. IEEE Fellowship is awarded by the IEEE Board of Directors as a supreme honor to the individuals with outstanding achievements in their fields, and has been identified as an authorized award and professional accomplishment in academic field.

Prof. Li Kqin as a distinguished Professor listed in “The Recruitment Program of Global Experts” and doctoral supervisor of HNU College of Computer Science and Electronic Engineering, holds the posts of Chairman Academic Council of the College, and Director of Institute of Supercomputing and Cloud Computing of HNU. Focusing on design and analysis of algorithms, parallel and distributed computing and computing network, Prof. Li published more than 320 papers in international journals and conferences. His pioneering research in grid network processor allocation and scheduling as well as parallel computation of optical network is regarded with wide and profound significance and has won him several prizes at many international academic conferences. Also, Prof. Li is a member of the editorial board of many famous journals, such as IEEE Trans. on Parallel and Distributed Systems, IEEE Trans. on Computers, IEEE Trans. on Cloud Computing, Journal of Parallel and Distributed Computing.
