According to the Report on 2014 Transparency Index of Chinese Higher Education issued on March 11th, Hunan University ranks 3rd among 115 Chinese key universities based on assessments. The report was issued by the Institute of Law of Chinese Academy of Social Sciences. It was based on five key criterions formulated by the Ministry of Education concerning university profile, admission information, student management, financial information and information publicity column, and covered 115 universities directly under the Ministry of Education, of 211 Project and 985 Project. Ocean University of China, Southwest Jiaotong University and Hunan University received the top three rankings.
In recent years, great public concern has been raised on the constant instances of corruption or mismanagement in the institutions of higher learning. In order to standardize university management and respond to social concern, on July 25th, 2014, the Ministry of Education released the List of Information Transparency of the Institutions of Higher Learning, which has clarified corresponding duties of universities and the standards in a tabulated form.
The report also pointed out that to make relevant information public not only meets the public needs and rights to know, but also fulfills the obligations of the institutions of higher learning. Through information transparency, university management will be made public, so that the legitimate rights and interests of the public, students and staff can be better guaranteed.
